Tədqiqat işinin məqsədi təbii sərvətlə zəngin ölkələrdə fiskal siyasət çərçivəsinin
müəyyənləşdirilməsinə təsir edən amilləri araşdırmaqdır. Bu məqsədlə fiskal çərçivə üzrə
qaydalar və onların seçilməsi meyarları araşdırılmış və ölkə təcrübələri təhlil edilmişdir. Daimi
Gəlir hipotezası, qeyri-resurs fiskal balans, struktur balans və xərclərin artımı resurs ölkələrində
tətbiq olunan əsas qaydalar hesab olunur.
Abstract
The main purpose of the paper is to explain the factors affecting the determination of the
fiscal policy framework in resource rich countries. For this purpose, the country practices (cases)
and rules of fiscal framework and their selection criterias have been analyzed. Permanent income
hypothesis, non-resource fiscal balance, balance sheet and expenditure growth rules are the main
ones applied in resource rich countries.
