Human Resources Management Strategies of Taiwan-based Enterprises in Vietnam

Research finding 2-1:
The inconvenient location of company is assumed cause of hard to attract and 
recruit talents.
Research finding 2-2:
The labor productivity of Vietnamese is appreciated lower than Taiwan due to 
the lack of quality and workflow conception of Vietnamese workers as well as lack of 
responsibility at their work.
4.3 Localization Management
Localization management is seen as a good approach which several Taiwanese 
companies carried out in Vietnam. The participants indicated the advantages of 
employing local managers which benefit to their business operation in oversea. Two 
participants explained that

“Actually, Taiwanese managers have difficult to communicate with Vietnamese
workers because of language different so that it easily brings about misunderstanding 
circumstances. In contrary, due to Vietnamese managers haven’t problem on language
therefore, they could have communicate smoothly and bring mentally encourage as 
well 
as drive the working morale to employees” (Participant A)
“One thing shouldn’t ignore which I think it benefits to company when employ local 
manager that is, Vietnamese manager could help company builds up friendly 
relationship with local government because as a foreign company, sometime we need 
local government helps and support” (Participant B)
Participant C and D also agreed with the idea of employing local managers, 
“Due to the same language, it is more efficient in managing Vietnamese employees” 
(Participant C and D) 
Also, employ local manager is able to reduce conflict situation between 
employers and workers, and it is capable of improving work effective as well. As two 
participant said that, 
“In case of our company, I think that if Taiwanese managers 
directly manage worker, it 
easily happens conflict with Vietnamese workers. Differ from Taiwanese managers; 
Vietnamese manager could control the strike problem better than Taiwanese managers” 
(Participant A)

“Indeed, Vietnamese managers understand Vietnamese culture and don’t have language 
barrier, they understand what does Vietnamese workers wants, what are they thinking, 
so on. Hence, local managers know how to deal with those problems, simultaneously, it 
may enhance work effective of Vietnamese employees 
as well” (Participant D)
