Abstract
The professionals of the welfare system are important members when reforms
and political decisions are to be implemented (Lindqvist, 2012, s140).
To meet the requirements and expectations from numerous directions, among
those are authorities and those individuals with multifaceted problematic are
making ever-tougher demands on the employer’s competency (Johansson,
2007, s13). This puts existing and future employee qualifications in question.
Eight qualitative interviews with middle managers in a municipal agency
were held at their workplace. They had the same areas of responsibility
towards agency, personal and budget.
The purpose of this study was to get a greater knowledge and understanding for
how middle manager in a municipal (communal)
agency experiences the
requirements for a formal education. Results show that there are several
qualifications and a question of adequate education for this semiprofessional
group. The employee value prior learning and formal education as key
elements. Furthermore important is, an open work environment that allows
opportunities to sheer and exchange knowledge. To demand education is to
strengthen the profession. However it all depends on the definition of work
assignments and need of clarity with an understanding for its real contents.
Also, this will allow
us to examine employer’s level of competency more
accurate. The future principles of those who are middle managers is yet to be
decided, they believe the course is taking an administrative path and our
conclusion is therefore that options of educational system and/or competence
development need to follow the direction the profession entails, this in regard
aimed at today’s unclear constitution.
